objetivo de garantizar el acceso al agua como un derecho humano y promover su uso sostenible, el gobierno de M\u00e9xico ha iniciado un proceso de consulta ciudadana para reformar la <strong>Ley de Aguas Nacionales<\/strong> y crear una nueva <strong>Ley General de Aguas.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\" data-sourcepos=\"13:1-13:238\">El primer foro de este proceso se llev\u00f3 a cabo en la Ciudad de M\u00e9xico, donde autoridades, acad\u00e9micos, empresarios, organizaciones sociales y ciudadanos en general se reunieron para analizar las propuestas y compartir sus puntos de vista.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\" data-sourcepos=\"15:1-15:303\">La secretaria de Medio Ambiente y Recursos Naturales, Alicia B\u00e1rcena, destac\u00f3 la importancia de estos foros para construir una visi\u00f3n estrat\u00e9gica de largo plazo que permita cambiar el modelo actual de gesti\u00f3n del agua, basado en una visi\u00f3n extractivista, hacia un modelo m\u00e1s participativo y sustentable.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\" data-sourcepos=\"17:1-17:158\"><strong>&#8220;Es fundamental que las comunidades se involucren en la gesti\u00f3n del agua, que se haga cargo de su uso, de su aprovechamiento y de su cuidado&#8221;<\/strong>, afirm\u00f3 B\u00e1rcena.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\" data-sourcepos=\"19:1-19:210\">Por su parte, el director general de la Conagua, Efra\u00edn Morales, enfatiz\u00f3 la necesidad de contar con un marco normativo que permita combatir el uso ilegal del agua y garantizar su distribuci\u00f3n equitativa.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\" data-sourcepos=\"21:1-21:219\"><strong>&#8220;Buscamos un marco normativo que permita avanzar en la revisi\u00f3n de transmisiones, cambios de uso, cuotas de garant\u00eda y tener mayores elementos para combatir el uso ilegal de los recursos h\u00eddricos&#8221;<\/strong>, se\u00f1al\u00f3 Morales L\u00f3pez.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\" data-sourcepos=\"23:1-23:240\">Los foros de consulta se llevar\u00e1n a cabo en todo el pa\u00eds, con el objetivo de recopilar las opiniones y propuestas de la sociedad civil y construir un marco legal que responda a las necesidades actuales y futuras del pa\u00eds en
